COMMERCE COMMITTEE, entitled:                                                                                                   
                                                                                                                                
          "An Act offering mediation of disputed workers'                                                                       
          compensation claims by a hearing officer or other                                                                     
          classified employee of the division of workers'                                                                       
          compensation and allowing collective bargaining                                                                       
          agreements to supersede certain provisions of the                                                                     
          Alaska Workers' Compensation Act; and providing
